City and County of Honolulu Rental & Utility Relief Program

The Rental and Utility Relief Program opens periodically to allow the City’s community partners to process applications and make payments. The program will pay up to 12 months of bills, depending on a person’s financial situation.

DHHL Rent Relief Program

The Council for Native Hawaiian Advancement is partnering with the Department of Hawaiian Home Lands to provide rental assistance for families impacted by the pandemic. Must be on the DHHL Applicant Waiting List OR an Undivided Interest Lessee in the State of Hawaiʻi.

Hawaii County Emergency Rental Assistance Program

To qualify for the assistance grants, applicants must be at least 18 years old and have lost income due to COVID‐19. Applicants must also meet income requirements, which starts at $46,000 for a household of one.

Kaua‘i 2021 Coronavirus Rental and Utility Assistance Program

Residents of Kaua‘i and Ni‘ihau with a demonstrated reduction in income due to the COVID 19 pandemic will be eligible to apply for the County of Kaua‘i’s 2021 Coronavirus Rental and Utility Assistance Program. Eligible expenses include future rent, rental arrears and utilities in arrears for the period March 2020 through December 2021.

Emergency Broadband Benefit

The Emergency Broadband Benefit will provide a discount of up to $50 per month towards broadband service for eligible households and up to $75 per month for households on Tribal lands. Eligible households can also receive a one-time discount of up to $100 to purchase a laptop, desktop computer, or tablet from participating providers if they contribute $10-$50 toward the purchase price.

Kuʻikahi Mediation Center (East Hawaiʻi Island)

The FREE Landlord Tenant Eviction Mediation Program can help you negotiate: payment plans for back rent, plans for rent going forward, applying for rental assistance together (landlords can only receive rental assistance if tenants still reside in the unit), move out options, and/or other agreements that support the needs of both landlord and tenant.

Mediation Center of the Pacific (Oʻahu)

Starting on August 7, 2021, House Bill 1376, now Act 57, states that landlords can provide tenants, who are four months or more behind on their rent, with a notice informing them that they will move forward with evicting the tenant within fifteen (15) days of the notice and offering the tenant with the opportunity to mediate.
